Reaching Home: Canada's Homelessness Strategy

Together, we are working to end homelessness in Winnipeg by investing almost $19 million this year in frontline outreach, prevention, and housing supports, thanks to federal Reaching Home funding.

End Homelessness Winnipeg is funding 185 staff across 33 community partners to provide care through outreach teams, eviction prevention, and to help people move into stable housing. We are also investing in capital projects to create more deeply affordable and supportive homes.

Since 2019, we have invested more than $117 million to end homelessness and served as the Community Entity for Reaching Home in Winnipeg.

Reaching Home: Canada's Homelessness Strategy, provides direct funding to communities across the country to address local homelessness needs and priorities. As the Community Entity, End Homelessness Winnipeg manages local investment of Reaching Home funds through a Community Advisory Board (CAB).

The End Homelessness Winnipeg Reaching Home team is dedicated to supporting community-led efforts to prevent and reduce homelessness across the city. As the local Community Entity, our team coordinates funding, monitors community projects, and works closely with partners to strengthen systems that connect people to housing and support.

We bring a collaborative, community-first approach to all we do, from supporting service providers, to advancing equity, and driving outcomes that reflect the priorities of Winnipeg's commitment to ending homelessness.

The Government of Canada defines the Community Entity's role as follows:

  • Soliciting proposals for community projects and receiving all receipts for funding
  • Working with community stakeholders to oversee the development and implementation of a systems-based and outcomes-based approach to addressing homelessness
  • Approving projects recommended by the Community Advisory Board (CAB) in accordance with program terms and conditions
  • Providing administrative and other supports to the CAB
  • Contracting and monitoring all projects
  • Reporting on its activities and disbursement of funding
  • Receiving all requests for funding
  • Collecting and sharing data and information
  • Reporting on the results and outcomes of all funded projects
  • Submitting an annual work plan
  • Monitoring and reporting on the development, implementation and success of the community plan including identified gaps in services that have been filled and those remaining, new partnerships forged, and extent to which priorities have been met through sub-projects

Reaching Home investments align with End Homelessness Winnipeg's Strategic Plan and the Reaching Home Directives. As the designated and Indigenous-led backbone organization for Winnipeg, End Homelessness Winnipeg is uniquely positioned to lead this work in partnership with community organizations and government stakeholders.
